Russian Strike on a Kharkiv Hospital Injures 62 as Ukrainian Drones Hit the Yaroslavl Refinery Overnight

About 200 patients are being moved out of a damaged Kharkiv medical facility, Russia says 856 drones were shot down overnight, and Washington has set trilateral talks for 10 November.

Russian ballistic missiles and guided bombs hit a medical facility in Kharkiv's Nemyshlianskyi district overnight, and by 07:10 local time the regional administration put the number of injured at 62, with about 200 patients being moved to other hospitals, Ukrinform reported. In the other direction, Ukrainian drones reached the Slavneft-YANOS refinery in Yaroslavl, 250 kilometres north-east of Moscow, where the regional governor acknowledged damage and two injured workers.

The two attacks came in the same night that Russia's Defence Ministry claimed 856 Ukrainian drones destroyed over its regions and the Black Sea, and that Washington announced a new round of US-mediated Ukraine-Russia talks in Abu Dhabi for 10 and 11 November.

What happened in Kharkiv?

Mayor Ihor Terekhov warned on Telegram that the city was under a combined attack with ballistic missiles and guided aerial bombs. His first report counted four injured at the medical facility; the regional military administration chief, Oleh Syniehubov, later raised it to 25 and then 62, and said the strike damaged a medical department building, the windows of four apartment blocks and ten cars. More than 1,000 windows were broken across the hospital and the surrounding buildings, the Kyiv Independent reported. Kharkiv, Ukraine's second city of about 1.4 million people, lies 30 kilometres from the Russian border and has been hit repeatedly since 2022. A red-level alert for ballistic missiles was declared in several regions during the night, and Ukrenergo scheduled up to four groups of power cuts across the country for Tuesday.

What did the drones do in Yaroslavl and around Moscow?

Governor Mikhail Yevrayev said electronic warfare and air defences repelled an attack by 124 drones on the Yaroslavl refinery, but that its infrastructure was damaged, two employees were taken to hospital with shrapnel wounds, drone debris broke windows in apartment buildings and houses, and emergency crews were still putting out a fire at the site, TASS reported. Ukrainian monitoring channels described three separate fires in the industrial zone. The plant processes about 15 million tonnes of crude a year and makes petrol, diesel and aviation fuel; Ukraine's General Staff says it last hit the refinery on 17 September, damaging its AVT-3 processing unit.

TASS counted the night as one of the largest attacks on Moscow in six months, with 493 drones detected heading toward the capital between 20:30 on Monday and 07:30 on Tuesday and 184 shot down on its approaches, according to Mayor Sergei Sobyanin. Governors in Kaluga and Tula reported 65 and 38 drones downed, and Rostov reported drones destroyed over three districts. Ukraine has not commented on the Yaroslavl strike, and TASS gave no account of damage beyond the refinery.

What are the Abu Dhabi talks on 10 November?

Special envoy Steve Witkoff said on Monday that the United States will mediate working-level Ukraine-Russia negotiations in Abu Dhabi on 10 and 11 November, covering post-war security arrangements, de-escalation, humanitarian assistance and next steps toward peace, Xinhua reported from his office's post on X. The last trilateral round was in Geneva in February and ended without a breakthrough. American negotiators will also meet French, German, British, EU and NATO representatives in Brussels this week on security guarantees for Ukraine.

The night's arithmetic is the context for those talks. Russia is striking hospitals and power lines, Ukraine is striking refineries 700 kilometres inside Russia, and both are being asked to sit in the same room in a week. Kharkiv's injured count may still rise; the regional administration called the recovery operation ongoing.
